GENERAL POSITION DESCRIPTION:

This is a professional position in the Office of Inspector General responsible for conducting audits, investigations, management reviews, and consulting services for the Department. The incumbent will be responsible for the development of audit programs, investigative plans, work papers, and reports in accordance with applicable standards. This position additionally assists in the development of the annual risk assessment, audit plan, and annual report. The incumbent works independently on assignments delegated by the Inspector General, and may need to travel while performing the duties of this position. Attendance is an essential function of this position.

ESSENTIAL DUTIES:

• Each employee is expected to be knowledgeable of the Lottery’s Responsible Gaming program, including the No Underage Play and Play Within Your Means messaging, and will ensure retailers and players are aware of the program and provided information, as necessary.
• Conduct audits, management reviews, special projects, and consulting services in accordance with OIG policies and the International Standards for the Professional Practice of Internal Auditing, or where appropriate, government auditing standards.
• Review complaints and conduct administrative investigations in accordance with OIG policies and the Principles and Standards for Offices of Inspector General.
• Conduct professional interviews in compliance with standards and applicable regulations
• Perform preliminary surveys of assigned organizational and functional activities.
• Develop logical work plans that include objective, scope, and details of tests to be performed.
• Prepare work papers and reports that document methodology and results, and present clear and concise conclusions and recommendations to improve Lottery operations.
• Evaluate the adequacy and effectiveness of the management controls over organizational and functional activities.
• Conduct follow-up of engagements to appraise the adequacy of management actions taken.
• Review other analysts’ work for sufficiency of scope and accuracy.
• Review and interpret statutes, rules, and policies.
• Employ time management techniques to ensure engagements are completed within budgeted hours and due dates.
• Conduct research and provide opinions to, and prepare briefs for, the Inspector General.
• Seek enhancement of knowledge, skills, and competencies in order to maintain the proficiency required to effectively carry out professional responsibilities, meeting at a minimum, the continuing professional development requirements of the Association of Inspectors General.
• Perform duties of the Accreditation Manager relevant to maintaining the office's accreditation status with the Florida Commission on Law Enforcement Accreditation.
• Assist in the development and implementation of OIG policies and procedures, quality assurance and improvement program, annual risk assessment, audit plan, and annual report.
• Demonstrate, model, and reinforce the Department's fundamental values of quality, service, respect, integrity, and dependability in interactions with co-workers, supervisors, and customers; in personal contributions to work assignments and projects; and when representing the Department or the state.
• Perform other duties as deemed necessary.

Knowledge, Skills, and Abilities

• Knowledge of internal audit techniques and internal audit standards
• Knowledge of IT audit tools and techniques
• Knowledge of the statutes, rules, regulations, practices, and procedures pertaining to the Department’s operations
• Knowledge of accounting, auditing, and data collection/analysis
• Ability to organize data into logical format for presentation in reports, documents, and other written materials
• Ability to operate a personal computer, including the use of computer software and other analytical tools
• Ability to work independently or in a leadership role and adapt to changing work conditions
• Ability to communicate with all levels of staff and management
• Ability to collect, evaluate, and analyze data to develop alternative recommendations, solve problems, and document work flow
• Ability to exercise independent judgment
• Ability to travel as needed.

Other job-related requirements for this position

High School Diploma or equivalent (GED) required.

Successful passing of a criminal background check (state, local, and national) is required .

Maintains strict confidentiality of information learned while working with the Florida Lottery, whether learned through assigned duties or through working with other units. The types of confidential information may include, but are not limited to, payroll information, budget matters, security systems, tax information, employee disciplinary issues, trade secrets, and other personnel data.

PREFERRED QUALIFICATIONS (not required):

• A professional certification such as: Certified Internal Auditor, Certified Public Accountant, Certified Information Systems Auditor, or Certified Fraud Examiner.
• Preference will be given to applicants with experience in auditing, investigative work, or program evaluation.
