Job Description

Role Summary

The Contract Manager is a Key Personnel role responsible for the day-to-day management of the PRDS contract with TennCare. This position serves as the single point of contact to TennCare for all matters related to contractor performance, with authority to make binding decisions on behalf of the Contractor. The Contract Manager ensures that all contractual obligations, deliverables, service levels, and performance expectations are met throughout DDI, CMS Certification, and O&M phases.

Key Responsibilities

  • Primary Client Interface & Governance

    • Serve as TennCare’s single point of contact for all issues related to the Contractor’s performance under the PRDS contract, including escalations, risks, and issue resolution.

    • Maintain regular communication and correspondence with TennCare leadership regarding status, risks, decisions, and deliverable reviews, ensuring transparency and proactive engagement.

    • Coordinate and chair contract-focused status meetings, governance sessions, and executive briefings as required.

  • Contract Performance & Compliance

    • Exercise day-to-day authority to manage and interpret contract requirements, ensuring the Contractor’s services and Solution remain compliant with the Statement of Work, Attachments, service levels, and TennCare policies.

    • Oversee adherence to Key Personnel requirements (e.g., qualifications, substitution rules, approval process, and timelines) and update Attachment H – Staffing and Key Personnel Matrix when staffing changes occur.

    • Monitor the Contractor’s compliance with TennCare’s standards, guidelines, and reporting requirements, including any applicable federal and State regulations related to Medicaid and provider enrollment.

  • Deliverables, SLAs, and LDs

    • Ensure all deliverables and milestones identified in the contract and TennCare Solution Implementation Lifecycle (SILC) are completed on time and to the quality required for TennCare Acceptance.

    • Work with internal teams to track service levels, identify potential Service Level Agreement (SLA) breaches, and coordinate corrective actions to avoid or mitigate Liquidated Damages (LDs).

    • Coordinate with the Project Manager to align contract obligations with the project plans, schedules, and resource allocations.

  • Change Management & Financial Oversight

    • Lead the contract change process, including documenting and negotiating contract amendments, scope changes, and adjustments to staffing or service levels in collaboration with TennCare.

    • Oversee the accuracy and completeness of supporting documentation for invoices, ensuring alignment between accepted deliverables, resource costs, and billing in accordance with TennCare and CMS reporting requirements.

  • Key Personnel & Staffing Oversight

    • Ensure all Key Personnel meet TennCare-defined qualifications and are approved in writing prior to performing contract work; coordinate submission of resumes, references, and any requested documentation.

    • Coordinate interim and permanent replacements for Key Personnel vacancies within the timelines defined by the contract, ensuring TennCare Acceptance of replacements and continued performance continuity.

  • Risk, Issue, and Audit Support

    • Maintain a contract-level risk and issue log related to performance, staffing, deliverables, and compliance; drive mitigation actions and follow-through.

    • Support TennCare reviews, audits, and inspections of contract performance, documentation, and staffing, and ensure timely response to findings or corrective-action requests.

Requirements

Minimum Qualification Requirements

  • Experience

    • Minimum of five (5) years of contract management experience managing complex IT services or solution contracts, preferably within healthcare, Medicaid, or public sector environments, and on projects similar in size and scope to PRDS.

    • Demonstrated experience serving as the primary contract point of contact for a government client, with responsibility for deliverables, SLAs, and vendor performance.

  • Knowledge & Skills

    • Strong understanding of government contracting practices, performance-based contracts, SLAs, and LD frameworks.

    • Proven ability to interpret and operationalize contract terms, including staffing models, key personnel requirements, and reporting obligations.

    • Excellent communication, negotiation, and stakeholder management skills, including experience engaging with executive-level leadership.

    • Strong organizational skills with the ability to manage multiple concurrent streams of work (deliverables, staffing, finance, change requests).

  • Education

    • Bachelor’s degree in Business Administration, Public Administration, Information Technology, or a related field; an advanced degree or professional contract management certification (e.g., NCMA, CFCM, CPCM) is preferred.

Preferred Qualifications

  • Experience supporting Medicaid or MMIS/provider enrollment programs.

  • Experience working within multi-vendor or multi-stakeholder environments similar to TennCare and its MMPVP partners.

  • Familiarity with CMS requirements and federal funding/reporting for Medicaid IT projects.
